The Mongolian Football Association, which is now in its 65th year, held its 13th Congress on 21st of October, 2024. As usual, in addition to Executive Board members, the Regional Associations, Representatives of Member Clubs, Management Board members, Employees and Distinguished guests of the MFF took part in the Congress.
The guests of honor at this congress were Yasuko Tanako, head of the East Asian Football Federation, and N. Bolor, an expert for the East Asia region.
President of Mongolia Mr. Khurelsukh Ukhnaa: HAVING A FOOTBALL TUTOR AT EVERY SCHOOL, AND EACH OF THEM HAVING A FIELD BECAUSE "DREAM GOAL" IS THE KEY FOR DEVELOPMENT.
The President of Mongolia, U. Khurelsukh, delivered a greeting and wished success to the congress, and D. Davaadorj, adviser to the Mongolian President's Youth and Sports Policy, conveyed his message. In his greeting, the President said, "Football has the most fans among team sports. Your contribution to improving the professional skills of our team and athletes by successfully coordinating modern development and technological achievements is great. The three main issues of Mongolian people's health, a healthy safe environment, and healthy food, which are the greatest wealth of Mongolia, should be considered.
As the head of the state of Mongolia and the representative of the unity of the people, the movement that supports the health and physical development of the closely related Mongolian people, such as "Healthy Mongolian Man" and "Public Physical Education" aimed at the people and the public, respecting national unity and interests , programs have been initiated and implemented throughout the country for some time.
More than 30,000 children were given the opportunity to test their speed, strength, talent and patience in the "Dream Goal" competition organized under the "Community Football" program, and dozens of teachers were trained in football. In addition to contributing to the formation of honest and courageous citizens, every school should have a football teacher and team, and it should be an important impetus for the implementation of the initiative to make every school have a football field.

I'm delighted to address all of you at the 13th MFF Congress 2024. Football in Mongolia has grown from strength to strength and the progress you enjoy today is a tribute to the leadership of the MFF under the guidance of MFF President Mr. Bold Molomjamts and we wish him the very best of success on his first congress. I'm pleased to note the progressive strides undertaken by MFF to transform its domestic League to ensure a more sustainable business model and commercially viable product. The decisive steps you take today will serve to uplift the game and I'm confident that the Mongolian football family will ultimately reap the benefits in the long term. I was also congratulate MFF on your successful collaboration with the Government of Mongolia and the nation’s sports authorities to grow the passion for the beautiful game through your commitment to establish strong partnerships. With the relevant stakeholders you have been able to drive the dream goal grassroots program across 21 provinces. Above all, the Dream Goal project reinforces the AFC's ambitions to ensure football remains the number one sport on the continent and strengthens the foundations for Mongolian Football to scale new heights. At the same time the AFC remains steadfast and can ensure that our member associations continue to uphold the highest standards of good governance and professionalism. I have also hearted to note that several reforms have been introduced to strengthen the MFF's Financial Management which reinforces your commitment to transparency and accountability. I would like to combine MFF for it’s commitment towards implementing the Industries best practices and for aligning your policies with FIFA & AFC. I thank the MFF for sharing AFC beliefs on behalf of the Confederation, I want to assure you we will continue to support your desire to raise the standards of the game across all levels. Whether it’s through the AFC Enhance Program, or the numerous landmark activities under the AFC Academic Center of Excellence. MFF President Bold Molomjamts: IT HAS BEEN ONE YEAR SINCE WE LAID THE FOUNDATION FOR THE NEW TECHNICAL DEVELOPMENT POLICY
From the tasks he has carried out for more than a year since he took the job, determined the development policy of public football, which is the basis of the "Triangle Development" of football, and the two pillars on which it is based, professional football and the national team and how to achieve it. He has emphasized that the beginning of the road has been set.
Within the framework of the "Public Physical Education" movement proposed by the President of Mongolia, the "Public Football" program has been successfully implemented and the "Dream Goal" competition is being actively and steadily organized throughout the country, with the main goal of identifying talented people who will make Mongolia's name known to the world through football in the future.
After that, we have jointly started the work of establishing a professional football training academy for the first time in line with the state policy or the regional development policy of the Government, with the support of the "Forward-3" project of FIFA. By establishing Regional Football Development Centers in all six regions and the capital of Mongolia, youth football players will be provided with the opportunity to practice football regularly without missing their high school lessons. In this way, we will step up from the semi-professional level of football and reach the professional level.
In this way, we have confirmed the contract with the "Ochir Council of the Mongolian Professional Football League" to transfer the development of our domestic league athletes, who have grown up and reached "manhood" in this way, to a more stable and business model.
The Finance of MFF has become transparent.
It is traditional for the industry to review and approve the report of the President of the MFF at the congress. To highlight some of the activities included in the report, President M. Bold is actively working to fulfill the promise of leadership: "Mongolia will have at least four coaches of the "Pro" category." He said that the second coach in Mongolia is now ready to receive the "Pro" rank, and he said that he is working on the negotiation level to bring another coach to this rank.
For the first time in the past year, the MFF has moved to a new flexible human resources and financial transparency system. We have switched to a system that meets any financial audit requirements set by FIFA and AFC, and we are providing information about our funding and spending openly through the association's website. In addition, a press conference was recently held to answer the questions of journalists about the funding and financial spending of the federation, which was an unprecedented event in our 65-year history.
